6. Contract Performance Period: Equipment installation, commissioning, and delivery for use shall be completed within 90 days after the procurement contract is signed.  

7. This project does not accept consortium bids.

II. Applicant Eligibility Requirements

1. Basic Qualification Requirements: [Provide the “Letter of Commitment on Supplier Qualification and Credit” or the following qualification supporting documents]

(1) Possessing the capacity to independently assume civil liability;

(2) Possessing a good business reputation and a sound financial accounting system;

(3) Possess the equipment and specialized technical capabilities necessary to perform the contract;

(4) Maintaining a good record of lawful payment of taxes and social security contributions;

(5) No significant violations of laws or regulations in business operations during the three years prior to participation in the procurement activity.

2. Specific qualification requirements for this project:

(1) Bidders whose legal representatives are the same person, or between whom there exists a direct controlling or management relationship, shall not participate in procurement activities under the same contract.

(2) Bidders that provide comprehensive design, specification preparation, or project management, supervision, testing, and other related services for a procurement project shall be disqualified from participating in the procurement activities for that project.

(3) Bidders Those listed on the “Credit China” website as persons subject to enforcement who have lost credibility and as parties involved in major tax violation cases, as well as those listed on the “China Government Procurement Website” as having committed serious violations and breaches of trust in government procurement (with a penalty period Those whose qualification periods have not yet expired shall be disqualified from participating in the procurement activities for this project (to be verified on-site by the procurement agency).

（ 4) Bidding entities must possess a Grade III or higher specialized contracting qualification for environmental protection engineering (original qualification certificate or a scanned copy bearing the official seal must be provided). 。

III. Obtaining the Tender Documents

All prospective bidders are requested to submit their registration via email between 8:30 a.m. and 5:30 p.m. (Beijing Time, excluding statutory holidays) from November 9, 2023, to November 15, 2023, in order to obtain the tender documents.
